org The Cumberland Plateau Planning District Commission (CPPDC) seeks an experienced Director of Finance to join its 9-member planning and leadership team.
CPPDC is a regional planning and economic development organization serving the four counties of Buchanan, Dickenson, Russell and Tazewell and their twelve towns.
CPPDC provides high-quality planning, public administration, grant management, fiscal management, project development and technical assistance services to our member jurisdictions.
CPPDC also offers program support to federal, state and local agencies, as requested.
CPPDC is designated as an Economic Development District (EDD) and Local Development District (LDD).
CPPDC also manages the four-county broadband system through its non-profit arm, Cumberland Plateau Company, as well as the seven-county wireless system through its membership in the Virginia Coalfield Coalition.
CPPDC's office is located in Lebanon, Virginia.
This senior-level position reports to the Executive Director and is responsible for directing the fiscal operations of the above three organizations.
The essential functions are:
With guidance from the Executive Director, develop and execute a multi-million dollar annual budget, consisting of grants, contracts, and operating funds Manage the accounting systems, general ledger, payroll, accounts payables, bank reconciliations and general bookkeeping functions in compliance with Generally Accepted Accounting Principles (GAAP) established by the Governmental Accounting Standards Board (GASB) Administer employee benefits plans to include health, dental, life, disability, retirement and workers compensation plans.
Make recommendations to the Executive Director concerning fringe benefit packages.
Manage onboarding processes of new employees in regards to payroll and benefits Provide financial administration for grants and awards, including interpretation of award documents and compliance with terms of award.
Manage preparation and timely submission of payment requests.
Prepare and submit various federal, state and other reports in a timely manner Prepare the Annual Indirect Cost Allocation Plan (ICAP) and submit to the federal cognizant agency for rate negotiation Manage time-tracking and payroll processes Support the annual external audit team by preparing the governmental financial statements and providing required information as needed.
Assist the Executive Director and staff in developing individual program budgets Provide financial administration for the CPPDC's Revolving Loan Fund (RLF).
Responsible for Note preparation, as well as tracking loan receipts, balances and defaults.
Also prepares semi-annual financial reports to the federal funding agency.
Required Knowledge, Skills and Abilities Include:
Bachelor's degree from an accredited four-year college or university in Accounting, Business Administration or Finance.
Extensive experience in governmental accounting may be considered in place of education requirement Experience with Sage 100 or other accounting and payroll software, as well as basic programs such as Microsoft Office Suite Experience in a senior-level accounting position with knowledge of governmental fund accounting and grant management Excellent communication and problem-solving skills, and the ability to interpret complex technical regulations, is required.
Attention to detail and quality reporting is a must Ability to maintain positive relationships with team members, grantors and external funding partners Adherence to high ethical standards, including the provision of sound financial guidance to the Executive Director and Board of Directors Experience with Human Resources is highly desired Experience in a local or regional government environment is preferred A more complete description of the position's required essential functions and abilities is available upon request.

Starting salary range is negotiable depending on qualifications and experience.
